On the evening of March 27, 2025, the 60th session of the Duosheng Lecture Hall of the Alumni Association and the 38th lecture of the Alumni Forum of the Business School of Beijing Normal University (BNUBS) was successfully held in Classroom 103 of Teaching Building 2. This lecture specially invited Dong Zhihang, an MBA alumnus of the Class of 2008 from BNUBS and the Party Working Committee Secretary of Zhongguancun Sub - district, Haidian District, Beijing, as the keynote speaker. With the theme of "The Zhongguancun Practice of Party - Building - Led and Digital - Intelligence - Empowered Grassroots Governance", he presented an intellectual feast that deeply integrated theory and practice to the audience present. Fan Wenxia, the Secretary - General of the BNU Alumni Association, Hu Zhifeng, the Associate Secretary of the Party Committee of the University Administrative Organs, Ge Yuliang, a member of the Discipline Inspection Commission of the General Affairs Department of BNU, Yang Dan, an MBA alumnus of the Class of 2013 from BNUBS, the Chairman of Beijing Zhongguancun Internet Education Technology Service Co., Ltd., and the Director of the Zhongguancun Internet Education Innovation Center, and Han Lili, the Associate Secretary of the Party Committee of BNUBS, attended this event, which was hosted by Fan Zhe, the Associate Secretary - General of the BNU Alumni Association.

At the beginning of the lecture, Mr. Dong Zhihang introduced the geographical location and basic situation of Zhongguancun Sub - district. He pointed out that due to the increasingly prominent problems such as population aging, aging infrastructure, and diversified residents' service demands, for grassroots work, the traditional governance model is facing challenges such as low information screening efficiency, high department coordination costs, and mismatched service supply and demand. Therefore, the Party Working Committee of Zhongguancun Sub - district takes Party - building leadership as the core and aims to empower grassroots society with AI technology and explore a new model of "artificial intelligence + government services". Thus, the "Guanxin" intelligent system was launched.

Mr. Dong Zhihang elaborated in detail on the "Guanxin" intelligent system. He mentioned that this system is named after "Guan" (referring to Zhongguancun) and "Xin" (referring to artificial intelligence), and it constructs an intelligent governance ecosystem that integrates the resident - end, government - end, and grid - end. The alumnus said that this digital - intelligence innovation practice in Zhongguancun Sub - district has significantly improved the efficiency of grassroots governance. During the trial operation period, various data showed that the promotion of government services has successfully transformed from "passive response" to "active delivery".

Finally, Mr. Dong Zhihang summarized that in the face of challenges such as technological iteration and data security, we should be good at cultivating Internet thinking. At the same time, from the perspective of grassroots governance, we need to have a sense of service, a good service attitude, service skills, and service methods. He mentioned that only when we understand the essence and difficulties of others' work can we better achieve interaction and collaboration.

During the Q&A session, the audience asked Mr. Dong Zhihang questions about the specific relationship between the sub - district and departments, the research on the concept of resilient communities, and the opportunities for building an intelligent government service system. The alumnus patiently answered the questions, and the participants benefited a lot.

After the event, the "We for BNU" volunteers presented souvenirs to Mr. Dong Zhihang, embodying the deep friendship between the alma mater and alumni. So far, this lecture has come to a successful conclusion.
