The conference on export control talent training was held at Beijing Normal University on May 21, 2026. The attendees included Zhao Zhongxiu, President of University of International Business and Economics; Wang Ming, Vice President of Beijing Normal University; He Chuantian, Vice President of Guangdong University of Foreign Studies; Lin Jian, Deputy Director of the Chinese Academy of International Trade and Economic Cooperation under the Ministry of Commerce; Jiang Xiuzhen, Vice President of Shanghai University of International Business and Economics; Qi Yudong, Dean of BNUBS; officials from local commerce authorities of Beijing, Guangdong, Chongqing and other regions; representatives from universities such as Chongqing University, China University of Political Science and Law and Shenzhen University; as well as delegates from the China Chamber of Commerce for Import and Export of Machinery and Electronic Products and relevant enterprises.

Zhao Zhongxiu pointed out that the current international landscape is intricate and complex with rising unilateralism and protectionism. Export control has become a vital measure to safeguard world peace and development as well as national security and development interests. The Third and Fourth Plenary Sessions of the 20th Central Committee of the Communist Party of China clearly put forward the requirement to improve and refine the export control system. Building on the pilot explorations conducted by various universities, this conference aims to help all participants gain a clearer understanding of the current situation, implement national planning requirements, and deliver tangible outcomes in talent training with a focus on quality.

 

In his welcoming remarks, Wang Ming stated that Beijing Normal University has always responded to major national needs and committed itself to academic research and talent training in the field of export control. As early as 2001, when China acceded to the WTO, a group of scholars at the university began conducting relevant research. As one of the key universities undertaking export control talent training, Beijing Normal University adheres to the work philosophy of high starting point, high standards and high quality. In recent years, the university has pooled interdisciplinary strengths and launched a Master of International Business program with a concentration in export control. Wang Ming emphasized the need to uphold fundamental principles while pursuing innovation, develop China’s independent knowledge system through theoretical awareness and provide guidance for global export control governance. He stressed the importance of serving the overall national interests, leveraging disciplinary strengths to support major national strategies and bolster national security. It is also essential to foster virtue through education and cultivate a cohort of interdisciplinary, high-caliber professionals specializing in export control.

 

 

He Chuantian noted in his speech that export control talent training bears on national strategic security, high-quality development of foreign trade and high-level opening-up. It is a crucial initiative to keep pace with the trends of the times, serve national strategies and address the shortage of specialized talents.

 

Participating representatives including Professor Lan Qingxin from the University of International Business and Economics held in-depth discussions on a range of topics, including further integrating industry and education, developing curricula and teaching materials, improving the competency of teaching staff, optimizing practical teaching systems, conducting research projects and refining the evaluation mechanism for talent training. All participants agreed that all participating institutions should strengthen cooperation, pool wisdom and resources to advance export control talent training to a higher level, and contribute to safeguarding China’s core national interests and promoting high-quality economic development.

   

 

   

 

   

 

   

In his concluding speech, Zhao Zhongxiu remarked that the training of high-level export control talents in China has entered a new stage featuring quality improvement and in-depth advancement. He stressed the need to further strengthen in-depth cooperation and resource sharing among training institutions, enterprises and industry associations, and jointly promote the development of teaching staff, textbooks, case databases and internship bases. With a broader vision, more concrete measures and stronger joint efforts, all parties shall work together to elevate China’s export control talent training to new heights.
