On March 5, 2025, the Third Session of the 14th National People's Congress opened in the Great Hall of the People in Beijing. The 2025 Government Work Report reviewed and summarized the implementation of the 2024 National Economic and Social Development Plan, clarifying the ten main tasks of the 2025 National Economic and Social Development Plan, which has sparked heated discussions both domestically and internationally. BNUBS organized experts and scholars to study and interpret the Report. Experts and scholars unanimously believed that the Report not only points out the direction for economic and social development in 2025, but also lays a solid foundation for the smooth start of the 15th Five Year Plan.

Education is the great plan of the country and the party. The 2025 government work report pointed out that "we should deeply implement the strategy of revitalizing the country through science and education, improve the overall effectiveness of the national innovation system, adhere to innovation leading development, promote education development, scientific and technological innovation, and talent training in an integrated way, and build a basic and strategic support for Chinese path to modernization". As the Secretary of the Party Committee of the School, I must deeply study, understand, and implement the various decisions and deployments of the Party and the state on accelerating the construction of a high-quality education system. In response to major national strategic needs, I will promote the deep integration of artificial intelligence, big data, and economic management disciplines, create distinctive interdisciplinary fields, and promote the coordinated development of theoretical economics, applied economics, and business administration. At the same time, we should actively serve the expansion of high-quality undergraduate programs, meet the requirements for the construction of new liberal arts disciplines, accelerate the reform of talent training models, deepen the mechanism of school enterprise cooperation in education, focus on shaping students' innovation and practical abilities, strive to cultivate outstanding innovative talents with distinct "Four Haves" signs, and better serve the construction of the national innovation system.

This year's government Work Report not only clarifies the overall requirements and policy orientation for economic and social development this year, but also puts forward the tasks and various policy measures for government work this year. The Report highlights key points, distinctive features, numerous highlights, and is inspiring. In terms of policy measures, it emphasizes the importance of being able to act as early as possible, rather than too late, competing with various uncertainties to seize time, and giving full play to the maximum effectiveness of policies as soon as possible. It also emphasizes strengthening the linkage and horizontal cooperation between the upper and lower levels to promote the smooth connection of policies from the "first kilometer" to the "last kilometer". These policy measures are very down-to-earth and eagerly anticipated by various economic entities, raising the expectations of all sectors of society. They will effectively alleviate various pain points, bottlenecks, difficulties, and bottlenecks encountered in economic development, thereby smoothing the economic cycle and greatly improving economic efficiency and quality. From an international perspective, the world's century long changes are accelerating and the external environment is becoming more complex and severe, which will have a greater impact on China's trade, technology and other fields. No matter how the external environment changes, we will firmly adhere to the centralized and unified leadership of the Party Central Committee. With the joint efforts of all levels of government and various economic entities in China, we will definitely overcome difficulties and ensure the completion of the annual economic and social development goals and tasks.

This year's government Work Report has made arrangements for deepening the reform of the fiscal, taxation, and financial systems. Among them, it proposes to "deepen the comprehensive reform of capital market investment and financing, vigorously promote the entry of medium and long-term funds into the market, strengthen the reserve of strategic forces and the construction of market stability mechanisms" in response to the capital market reform. "Strengthening the reserve of strategic forces and the construction of market stability mechanisms" is an important measure to further implement the Third Plenary Session of the 20th Central Committee of the Communist Party of China on "establishing a long-term mechanism to enhance the inherent stability of the capital market". The essence of 'strategic power reserve' is to target the volatility of the capital market and establish a stabilization fund that helps maintain the stability of the capital market. This to some extent plays a role in protecting the interests of investors and promoting stable and healthy economic development. At present, China has a huge amount of foreign exchange reserves and sovereign wealth funds, and has the financial strength to establish a stabilization fund. At the same time, the regulatory capabilities of regulatory agencies such as the China Securities Regulatory Commission continue to improve, providing possibilities for the effective operation of the Ping An Fund. I believe this measure will further activate the capital market and promote the healthy and stable development of China's capital market.

'Investing in People' entered the government Work Report for the first time. The Report proposes to promote more financial resources to "invest in people" and serve people's livelihoods, support the expansion of employment, promote the increase and reduction of residents' income and burden, strengthen consumption incentives, and form a virtuous cycle of economic development and improvement of people's livelihoods. 'Investing in people' drives the domestic demand cycle. By directing funds towards areas closely related to people's livelihoods, solving the difficulties faced by residents in education, healthcare, and elderly care, indirectly promoting the growth of disposable income for residents, breaking down barriers that restrict consumption power, unleashing potential consumption demand, and achieving a closed loop of "livelihood investment income increase consumption expansion", we can solve the dilemma of insufficient effective demand. Investing in people can accumulate momentum for development. According to the theory of endogenous growth, human capital is the endogenous driving force for sustained economic growth. Standing at the forefront of the technological revolution, new technologies such as 6G and embodied intelligence are reshaping the industrial form, and the quality of human capital directly determines the conversion efficiency of new quality productivity. By investing in people, we can improve the quality of talent, stimulate their creativity, and form a positive feedback mechanism of "human capital innovation capability industrial upgrading", accumulating momentum for achieving high-quality development. "Investing in people" is the embodiment of the people centered development thought, and it is to explore a new path to achieve Chinese path to modernization through the deep integration of economic theory and practical challenges.

In the government Work Report on March 5, 2025, Premier Li Qiang proposed to "expand high-level opening up to the outside world, actively stabilize foreign trade and foreign investment". The Report emphasizes that no matter how the external environment changes, China will always adhere to the basic national policy of opening up to the outside world, steadily expand institutional opening up, orderly promote independent and unilateral opening up, and use opening up to promote reform and development. In terms of stabilizing foreign trade, the Report proposes a series of measures, including increasing the intensity of stabilizing foreign trade policies, optimizing financial services, expanding the coverage of export credit insurance, supporting the development of cross-border e-commerce, and building overseas warehouses. These measures aim to help enterprises stabilize orders, expand markets, and promote the development of new growth points such as digital trade. In terms of stabilizing foreign investment, the Report proposes to promote the expansion of opening up of the service industry, especially the orderly opening pilot in the Internet, culture, telecommunications, medical care, education and other fields, encourage foreign-funded enterprises to participate in industrial chain cooperation, and ensure their national treatment in aspects such as factor acquisition and qualification licensing. In addition, the Report also stressed the importance of high-quality joint construction of the "the Belt and Road" and deepening multilateral and bilateral regional economic cooperation, and promoted the upgrading of the China ASEAN Free Trade Area and accession to the Digital Economic Partnership Agreement and other processes. These measures not only reflect China's firm determination to open up to the outside world, but also inject new impetus into the global economic recovery.

Employment is an important livelihood issue and a crucial goal for high-quality development. The government Work Report attaches great importance to employment issues and clearly proposes to introduce policy measures to promote high-quality and full employment. At present, the rapid development of automation technology represented by worker intelligence will inevitably impact the employment of workers, and there is an urgent need for future oriented employment planning to ensure employment security. The Report emphasizes policy goals and measures such as cultivating and strengthening emerging and future industries, supporting the expansion of employment, improving the mechanism for normal wage growth, and comprehensively improving the quality of the talent pool, providing direction for responding to the impact of new technologies and promoting the upgrading of the labor market. We should soberly recognize that under the existing employment pattern, new technologies will inevitably replace a large number of labor forces. The way to stabilize employment lies in actively utilizing new technologies to establish new positions, upgrading the labor market, and establishing a new employment pattern for the intelligent era.

The deep integration of industry, academia, and research is an important component of the national innovation system and an important way to achieve technological self-reliance and build an innovative country. We should deeply understand the strategic significance of the integration of industry, university and research to promote the development of new quality productivity of enterprises, firmly grasp the correct direction of reform, fully implement the key tasks, take a higher position and make greater efforts to promote the in-depth integration of enterprise led industry, university and research, better play the important role of enterprises in promoting productivity change, and make greater contributions to comprehensively promoting the construction of a powerful country and national rejuvenation with Chinese path to modernization.

In 2025, the National People's Congress and the Chinese People's Political Consultative Conference will explicitly propose to actively respond to population aging, improve policies and mechanisms for the development of elderly care and the elderly care industry, and vigorously develop the silver haired economy. This requires us to further improve the policy support system and promote the development of the aging industry. This requires us to encourage various regions to utilize existing resource advantages and develop elderly friendly industries that are in line with local characteristics, especially to encourage enterprises and research institutions to strengthen the research and development of elderly products, improve the compatibility of various intelligent products with the use of the elderly, and encourage enterprises to establish an online+offline model to provide exclusive experience stores for the elderly, and vigorously develop new business models related to the integration of industries with the elderly. In addition, it is necessary to strengthen the training and introduction of talents related to the elderly industry, optimize the employment environment for the elderly, promote coordinated development between different industries, form a complete elderly service industry chain, and provide more choices and adaptation space for the elderly.
