Lecture on "Re - calibration of Chinese Enterprises' Technological Cooperation under the New International Situation: Insights from the ICT Industry" Was Successfully Held

On the evening of April 26, 2025, the 43rd lecture of the "Digital Economy and Management Grand Lecture Hall" hosted by BNUBS, titled "Re - calibration of Chinese Enterprises' Technological Cooperation under the New International Situation: Insights from the ICT Industry", was held in the lecture hall of the Electronic Building. This lecture specially invited Liu Xielin, the Academic Dean of the School of Business Administration at Capital University of Economics and Business, as the keynote speaker. Zhou Jianghua, the Director of the MBA Education Center, presided over the lecture, and more than 100 undergraduate, master's, and doctoral students from the School attended.

Professor Liu first introduced the background of the rapid development of globalization and China's international trade, and pointed out the reasons why the United States opposes globalization, such as the decline in economic security after the hollowing - out of the manufacturing industry. He reviewed the process of trade frictions escalating into a technology war and raised the question of how enterprises in high - tech fields can carry out innovation activities to cope with the new international situation. Next, starting from the impact of trade frictions on the global value chain, taking the ICT industry as an example, he deeply explored how enterprises re - calibrate the direction of R&D investment in technological cooperation under the trade war. Based on institutional logic, economic logic, and security logic, Professor Liu put forward a series of hypotheses and conducted in - depth research. It was found that after decoupling, Chinese ICT enterprises shifted the focus of R&D investment from foreign to domestic enterprises, and were less inclined to cooperate with universities or research institutions. Through further analysis, Professor Liu's research confirmed that compared with Indian enterprises, Chinese enterprises showed obvious changes before and after, demonstrating the impact of technological decoupling.

Finally, Professor Liu put forward relevant inspirations and countermeasure suggestions. He pointed out that in the face of the intensifying trade frictions and the general trend of technological decoupling, we should adhere to the dominant position of enterprises, enhance R&D strength and independent innovation capabilities, and at the same time conform to the trend of globalization and adhere to opening - up. He also emphasized the need to adhere to the domestic and international dual - circulation and unswervingly carry out institutional and mechanism reforms. After the lecture, Professor Liu actively interacted with the students, answering their questions.

Professor Liu Xielin's wonderful speech left the students in the audience feeling enriched. The lecture not only analyzed how enterprises re - calibrate the direction of R&D investment in technological cooperation under the new international situation but also inspired the students' research interest in the innovation direction of enterprises. This lecture ended successfully amidst warm applause from teachers and students.
