The 5th Annual Meeting of the Society for Labor Economics was Held successfully

From December 11th to December 13th, the 5th Annual Meeting of the Society for Labor Economics with the theme "Labor Market under the New Double-Cycle Development Pattern" was held successfully in the Zhuhai Campus of Beijing Normal University. This annual meeting is co-hosted by the Society of Labor Economics and undertaken by BNUBS. It is supported by Institute of Population and Labor Economics, Chinese Academy of Social Sciences; School of Labor and Personnel, Renmin University of China; Beijing Normal University International Business and Management Research Center (Zhuhai). The meeting is also supported by Management World, Economic Perspectives, Chinese Journal of Population Science, Research in Labor Economics, Education Economics Review, Public Administration Review, China & World Economy, Economic Issues in China and China Labor. More than 200 experts, scholars and graduate students from more than 80 universities and research institutions attended the annual meeting. The agenda consisted of the opening ceremony, the conference theme report, the parallel forum consisting of 13 thematic sessions and the working meetings of various branches. More than 70 well-known experts, scholars and graduate students reported the latest research results respectively.

 

The opening ceremony of the annual conference was presided over by Professor Sun Zhijun, Party Secretary of BNUBS. Professor Zhang Chewei, President of the Society of Labor Economics and Director of the Institute of Population and Labor Economics, Chinese Academy of Social Sciences and Professor Wang Shoujun, Vice President of Beijing Normal University, delivered speeches successively. They extended warm congratulations and welcomed the opening of the annual meeting and the arrival of all of you. Zhang Chewei briefly introduced the development course of the Institute of Labor Economy in recent years, and pointed out that the Institute of Labor economy, as a national first-level society, would make greater contributions to the development of the discipline of labor economy and the reform and development of the field of labor in China under the new development pattern. In his speech, Wang Shoujun first affirmed the significance of the theme of this year's annual conference. Then he introduced the basic information of Zhuhai Campus of Beijing Normal University to the participants. As the "one wing" of the school's "one wing and two wings", Zhuhai Campus is building a south campus with the same level as Beijing Campus according to the principle of "high standard, new mechanism and internationalization". Finally, he hoped that the discipline of labor economy of our university could continue to receive the support from other brothers, experts and scholars in the future, and contribute to the development of the discipline of economics and management of Beijing Normal University.

 

 

The keynote report of the first unit was presided over by Professor Zhang Zheng, Vice President of The Society of Labor Economics and Dean of the School of Continuing Education, Peking University.

 

Professor Zhang Chewei gave a report entitled "Thoughts on Improving the Level of Human Capital Accumulation in the 14th and 5th Five-year Period -- Current Situation, Challenges and Countermeasures of Human Capital Accumulation in China". First of all, he believed that accelerating the accumulation of human capital during the 14th five-year Plan period was of great significance, including accelerating the accumulation of human capital was the basic guarantee for "persisting in innovation-driven development and comprehensively shaping new development advantages" and a key measure to "accelerate the development of the modern economic system, promote the optimization and upgrading of the economic system" and an important means to "form a strong domestic market and build a new pattern of development". Then from four dimensions of human capital, namely education, skill, health and innovation, this paper expounded the current situation of human capital accumulation in China, and the prominent problems and challenges faced by human capital in China. Finally, the paper put forward some countermeasures to accelerate the accumulation of human capital during the 14th five-year Plan period, including actively implementing the human capital jump plan, accelerating the improvement of educational human capital, strengthening the cultivation of skilled human capital, actively strengthening the healthy human capital, and stimulating the improvement of innovative human capital.

 

Li Shi, Vice President of the Society of Labor Economics and a senior professor at Zhejiang University, reported on the latest research on the Change of Wage Gap in China's Economic Transformation . In their research, they tried to answer some important questions, such as whether the characteristics of China's economic transformation and gradual reform are reflected in the change of wage distribution gap, whether China's labor market has matured, and whether the wage determination mechanism is market-oriented. From 1988 to 2018, the real wage of urban workers in China increased at a relatively high rate, but the wage gap was widening. Education played an increasingly important role in income growth, and its impact on the wage gap was also expanding. The wage gap was narrowing between regions. The result of counterfactual analysis showed that the wage gap mainly came from the change of wage determination mechanism rather than the change of labor characteristic structure. China's urban labor market mechanism was playing an increasingly important role in wage determination. The importance of human capital has been better reflected, and the market mechanism of wage determination has tended to take shape.

 

Professor Liu Xiangbing, Vice President of the Society of Labor Economics and Secretary of the Party Committee of China Institute of Labor Relations, made a report on the Value exploration and Development Prospect of Labor Education From the Perspective of Labor Economics . First of all, he emphasized that labor education was related to the governance of the country and was the inherent meaning of upholding and developing socialism with Chinese characteristics. It was an urgent need to cultivate high-quality laborers. It was a necessary way to cultivate well-rounded builders and successors of socialism. It was related to the development and prosperity of labor science and an important path to improve the academic research level and the actual effect of discipline construction of labor science. Then from the perspective of economics of labor education trace, labor education valued under the perspective of labor economics, and promoted the coordinated development of labor education and labor economics were expounded.

 

Professor Lai Desheng, Vice President of the Society of Labor Economics and Deputy Director of the Social and Ecological Civilization Teaching and Research Department of the Party School of the CPC Central Committee (National Academy of Governance), made a report entitled "Better Promotion of Employment in Building a New Development Pattern". Combined with the significant changes in the external environment facing China's economic development, he expounded the significance of building a new pattern of development. The construction of a new development pattern would have an important impact on the quantity, structure and quality of employment, and would also bring many opportunities. To this end, we need to do everything possible to stabilize and expand employment, including strengthening employment priority policies, keeping the proportion of manufacturing basically stable, and keeping the proportion of graduates in STEM subjects basically stable.

 

The theme report of the second unit of the conference is chaired by Qian Wei, Secretary General of the Society of Labor Economics and Party Secretary of the Institute of Population and Labor Economics of the Chinese Academy of Social Sciences.

 

Professor Xu Fang, Vice President of Labor Economy Society and Deputy Secretary of Party Committee of Capital University of Economics and Business, made a report on "Urban Innovation Drive and Stimulation and Evaluation of Talent Vitality" . In her opinion, the fifth Plenary Session of the 19th Central Committee of the Communist Party of China has made an important discussion on innovation. The essence of innovation driving was talent driving, and scientific and technological innovation must stimulate talent innovation vitality. For this reason, it was necessary to pay attention to the study of talent vitality, which was the reflection of talent activity, specifically reflected in talent growth ability, learning ability, flow power, innovation ability and entrepreneurial ability. There were many factors affecting regional talent vitality, which needed to be evaluated by the development of index system. She focused on the factors that influence the innovation ability of talents at the individual level and how to build the talent innovation ecosystem.

 

Liu Kai, Associate Professor at the School of Labor and Human Resources, Renmin University of China, presented their research on the Crisis and Turning Point of Social Security System in the Digital Economy . It believed that digital technology has become the new means of labor control, and employment relationship was no longer the only choice for enterprises. With the emergence of employment phenomenon, piecemeal job transactions gradually replaced the fixed employment relationship, which made the social security qualification access to face challenges. Social security system design based on job transaction is needed.

 

Professor Yue Changjun, School of Education, Peking University, gave a report entitled "The Impact of Market Changes on graduates' Ability Demands". He gave instructions to college graduates on how to prepare for future jobs in the context of world change, technological progress and knowledge updating. In the future, the opportunities for formal employment were decreasing and the non-standard employment of college graduates was on the rise. How college students improved their future workplace competence depended on their current learning ability.

 

Finally, Professor Feng Jin from the School of Economics of Fudan University made a report on the impact of An Aging Labor force on Labor Productivity. She believed that the aging of the labor force always has a significant positive impact on the average labor productivity of the three industries at the urban level, especially the secondary industry. One of its influence channels was to urge enterprises to adopt more automatic machines and equipment in production and improved the density of robot installation at the city level. The aging of the labor force made the employment share of the primary industry increase and the employment share of the secondary and tertiary industries decrease. From the change of employment share of different occupations, the aging labor force significantly reduced the employment share of production and transportation equipment operators, business and service industry personnel and two occupational groups, and the non-agricultural employment position decreased.

 

During the conference, the report on "The Development of China's Labor Market 2020" sponsored by BNUBS was successfully held. Cai Hongbo, Vice President of BNUBS, presided over the conference. Professor Lai Desheng, Head of the report, delivered a speech, and experts and scholars such as Zhang Chewei, Li Shi, Liu Xiangbing, Xu Fang, Zhang Zheng, Sun Zhijun, Wang Dashu (Professor of School of Economics, Peking University), Yue Changjun, Feng Jin, Zhou Tianyun (Professor of School of International Finance, Sun Yat-sen University) made comments.

 

In parallel forums, the Insurance and Welfare Branch of Labor Economy Society, Human Resources Branch, Labor Market Branch and China Institute of Labor Relations organized special forums respectively. Other participants held discussions in nine thematic sessions on topics such as labor supply, human capital, health, income, poverty, insurance, mobile labor market system, employment quality and entrepreneurship education.
