Professor Qi Yudong Organized a Research Team to Study the Spirit of the Fifth Plenary Session of the 19th CPC Central Committee

On the afternoon of November 5th, research team of Research on the Mechanism and Path of Collaborative Promotion of Digital Industry Innovation by Technology Standards and Intellectual Property Rights , a major project of National Social Science Fund, organized the study of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and exchanged learning experience and research experience.

 

Qi Yudong, the chief expert, interpreted the content of the CPC Central Committee's Proposal on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-term Goal of the 2035. Basing on the external environmental challenges and historical opportunities facing China, the Central Government has put forward specific proposals for formulating the 14th Five-Year Plan for national economic and social development and the long-term goals for 2035, including the principles and main objectives that must be followed in the economic and social development during the 14th five-year Plan period. It is organized in line with the connotation of the new development concept, and elaborated the key tasks and specific paths of economic and social development, reform and opening up in 12 key areas. Qi Yudong believed that China's economic and social development in the future should balance the strategic overall situation of the great rejuvenation of the Chinese nation and the great changes in the world unseen in a century. The digital economy was an important part of the "Two Bureau". Article 15 of the Proposal, entitled "Accelerating Digital Development", proposes to promote industrial digitization and digital industrialization, deepen the integration of the real economy and the digital economy, build an internationally competitive digital industrial cluster, and accelerate development of a digital society and a digital government. In a total of 60 proposals, a special one was set out to illustrate the development of digital economy, which has been raised to an unprecedented significance. This showed the importance attached by the central government to the digital economy. Most of the other items in the proposal also included related content of digital economy, such as "promoting the healthy development of platform economy and sharing economy", "steadily promoting the research and development of digital currency", "building smart agriculture", "implementing digital strategy of cultural industry" and so on. Qi Yudong put forward that the digital economy is the main battlefield and commanding height of the future economy. It was of great theoretical and practical significance to strengthen the research on digital economy which was in line with the country's major needs. All team members should find their future research fields and specific topics basing on the Proposal.

 

Xiao Xu, a postdoctoral student, pointed out that many contents of the proposal were highly relevant to the digital economy, such as digital agriculture, national security, cryptography and other research fields. With the change of development stage and development mode, the innovation-driven method should be attached great importance in the next stage. Zhang Xinggang, a doctoral student, said that upgrading the industrial base is important for China's economic development and we should speed up the independent innovation, make up the weak points of China's industrial software, actively realize the localization of industrial software and build a domestic industrial software ecosystem so as to lay a solid foundation for the upgrading of China's industrial base, and contribute to the sustainable development of China's intelligent manufacturing. With the help of text analysis, postdoctoral student Cai Chengwei found that key words such as rural area, domestic demand and innovation appeared more frequently in the Proposal. Digital economy was the breakthrough point of future economic development, and semiconductor, software and Internet in the industrial chain would be the focus of future industrial development. Ding Shulei, a postdoctoral student, believed that the general tone of China's insistence on achieving fuller employment and higher quality employment has not changed, but the priority to achieve fuller employment and higher quality employment has changed. From the first proposal on employment quality to the realization of higher quality employment and fuller employment, to the realization of fuller and higher quality employment. He believed that China's employment policy in the future should be based on more full employment, set higher quality employment as the goal, and adhere to the implementation of stable employment development strategy. Postdoctoral student Liu Cuihua focused on income distribution and labor employment. She believed that achieving more full employment was essential to ensuring stable employment and ensuring people's livelihood. We would increase personal income in line with economic growth, significantly improve the distribution structure and assure high quality employment because they are important sources of individual laborers' sense of acquisition, happiness and security. Xu Kaige, a doctoral student, emphasized the importance of developing digital economy, promoting digital industrialization and industry digitization, and promoting the deep integration of digital economy and real economy from the perspective of innovation and he also pointed out that innovation and development should be placed at the core of China's overall development in the future development of digital economy to help the real economy take off. Sun Jie, a post-doctoral student, proposed that data, as a new factor of production, should be integrated with other factors to promote innovation and improve total factor productivity. At the same time, the development of digital economy should pay attention to bridging the Three Digital Gap, which include access gap, use gap and capacity gap. Chu Si, a doctoral student, said that the world economy was in a shift of momentum, we must profoundly change the pattern of economic growth, gather new growth drivers, seamlessly replace old ones with new ones, accelerate the spread of digital technology, and provide new drivers for global economic growth. Hao Yue, a doctoral student, noticed that the Proposal put forwaed "insisting on the central role of innovation in China's overall modernization drive" and he proposed that the innovation chain should focus on the original innovation of the "head", some key technologies of the "middle" and high-end brand construction of the "tail" as well as promote international innovation cooperation with endogenous innovation as the main body. Doctoral student Liu Huanhuan believed that the rapid development of digital technology has brought new opportunities for the transformation and upgrading of traditional industries, especially the extensive permeability and enabling effect of digital technology, the data with the connotation of knowledge and information can induce the improvement of enterprise's technical level and management ability in the process of enterprise's large-scale circulation. How the digital transformation affected the innovation ability of enterprises, how to improve the innovation ability of enterprises, and how to cultivate innovative enterprises should be the focus of future digital economy research. Sun Changling, a postdoctoral student, pointed out that developing the real economy and enhancing the competitiveness of enterprises are particularly important for economic development. The financing cost of enterprises with high core competitiveness was relatively low, which was of positive significance to the long-term development of enterprises.
