讲座摘要:
Over 60 million children under the age of 18 are left behind by their parents in rural China. I examine the impact of migration by rural men on the educational attainment of their left-behind children in rural China. The importance of migratory duration and the timing of migration are addressed. Using survey data collected from six provinces in China, I found that comparing to children in households with no migrant parents, children in households with migrant father have lower probability of being enrolled in school. This negative effect is mostly due to medium and long-term migrations (more than 2 years). To the contrary of common belief, paternal migration before the birth of the child has a significant negative effect on the left-behind child's school enrollment. Paternal migration after the child reach school age also has a significant negative effect on the child's school enrollment, but paternal migration during the child is between the age of zero and six has a significant positive effect on the child's school enrollment. I provide a possible explanation for this pattern of the effects. These findings contribute in two ways to our understanding of the impact of parental migration on the left-behind children. First, they show that parental migration has a cumulative effect, and therefore, and thus we should treat long-term and short-term migration differently. Second, they suggest that the effects differ by the age stage of the child, and thus one should be aware of these different effects and be cautious when making policy suggestions.
