摘要:This paper quantifies the welfare effects of Universal Basic Income (UBI) in an OLG model with labor income uncertainty and endogenous human capital accumulation (learning by doing) under a general equilibrium framework. We find that with prevailing financing strategies, the welfare gains are limited. The highest potential welfare gain is around 1% with UBI completely financed through consumption tax. The learning by doing mechanism is the key factor for the moderate welfare gain. A generous UBI discourages labor supply, and thus the aggregate human capital accumulation. The shrunk economic scale largely offsets the benefits brought along by the UBI provision.
报告人简介:Dr. Qian Li is currently an assistant professor from Institute of Advanced research in Shanghai University of Finance of Economics. She obtained her Ph.D. from Stony Brook University. Her research focuses on public finance and quantitative methods, with topics covering taxation, health, migration and so on. Dr. Li has published her work at Journal of Economic Dynamics and Control, Economic Letters and BE Journal of Macroeconomics.
