摘要：This paper examines how government procurement affects the quality of firms’ exports and whether domestic public demand can strengthen international competitiveness. Using matched Chinese customs records, industrial firm data, and government procurement contracts for 2002–2015, the study combines a theoretical model with firm-level empirical analysis. The results indicate that government procurement improves export product quality, with the findings supported by instrumental-variable estimation and robustness checks. The evidence points to three mechanisms: upgrading imported intermediate inputs, reducing information frictions in foreign markets, and easing financing constraints. The quality gains are more pronounced in regions facing greater fiscal pressure and for capital and intermediate goods. Further analysis suggests that procurement has a stronger effect on export quality than government subsidies. By linking domestic public demand to export quality upgrading, the paper provides evidence on how procurement standards and stable government orders can support firms’ capabilities and international competitiveness.
