Title：  Behind the Recent Surge of Chinese Patenting: An Institutional View

Abstract：

    This paper examines a number of forces that have possibly contributed to the recent explosive growth of Chinese patenting over the past decade. After a thorough investigation of previous hypotheses and conventional wisdom, this study proposes an alternative explanation and argues that patent subsidy programs launched and implemented by each provincial region plays an important role in Chinese patenting growth. This institutional change, taken place at region-level, has induced an increase in patent propensity among not only firms, universities, research institutes, but also individuals. Empirical evidence based on available public data provides solid support to this argument. It is also found that the program did not cause an increase in low-quality patent applications. On the contrary, a larger fraction of applications are granted patent rights since the implementation of such programs, indicating that local governments’ patent subsidy programs have not only stimulated an increase in patenting, but also advanced the enhancement of invention quality .

李习保博士毕业于美国俄亥俄州立大学，现为清华大学经济管理学院副教授，清华大学技术创新研究中心成员。

   

    李博士的研究兴趣主要集中在创新管理、创业管理和知识管理等研究领域，其主要研究成果发表在Research Policy，International Journal of Technology Management，Journal of Small Business Management 等国际期刊和管理世界、中国软科学、经济学报、技术经济数量经济研究、中国与世界经济（英文版）等国内期刊。

   

    李博士曾主持国家自然科学基金项目和国家社会科学基金项目，参与编著中国创业观察报告（2005，2007）并获得省部级优秀成果奖。李博士是国内外多家学术期刊和国家自然科学基金项目的匿名评委。
