Dr. Zhang Qing An is the Deputy Director of International Department and Hong Kong, Macao and Taiwan Affairs Office of the SEAC. He received Ph.D. in Economics from Beijing Normal University (BNU) and was a visiting scholar at the Sanford School of Public Policy, Duke University, USA. Dr. Zhang is the Distinguished Professor of MPA and economics of BNU, Beijing Technology and Business University, and Jishou University, and serves as the Standing Director of China Association for Promoting International Economic & Technical Cooperation and several other associations.

Dr. Zhang has long been involved in the research, development and management of economic policies and administrative regulations relating to finance, taxation, cross-border trade, fund management, preferential loans, and special funds/projects in minority areas. He has also worked as a key member of poverty alleviation cooperation programs for ethnic minority regions between the SEAC and the World Bank, UNDP, and Asian Development Bank. Dr. Zhang is the author and editor of many published articles and books on the economic development of ethnic regions.
