【预告】德国卡塞尔大学经济系Christian Toft 教授讲授课程：International Patterns of Distribution and Redistribution in OECD countries

教授介绍：
Christian Toft 教授是丹麦人，主要研究领域为公共经济学，公共政策的国际比较，特别是社会保障和劳动市场的政策选择。他的学术训练和职业经历具有典型的跨学科、跨国界展望的特点，包括经济学、政治学、社会学和历史，精通定量分析以及使用统计学和计量经济学，同时他能使用几国语言。他在英国剑桥大学经济政治学院获得博士学位，当时收入分配领域著名的阿特金森教授（Professor Atkinson A. B.）是校外评委。
Toft 教授现任职于德国的卡塞尔大学经济系（Department of Economics , University ofKassel，Germany），担任的主要课程是收入分配、贫困和公共政策的国际比较，他同时还在曼海姆大学（University of Mannheim，德国社会科学领域最高水平的大学之一）讲授此课程。使用的教科书是由Toft 教授和Massimo Baldini，Stefano Toso 共同著作的Inequality，Poverty，and Public Policy，An Introduction to Research and Global Trends，此书预计将由牛津大学出版社出版，目前此书也正在被意大利的几所大学使用。
Toft 教授曾在丹麦、英国、意大利、美国、加拿大、瑞典、芬兰和爱沙尼亚等国的大学以及联合国大学的世界发展与经济研究中心等研究机构教书或担任客座教授。他在European Economic Review，Politics & Society，Policy & Politics 等学术期刊上发表论文多篇，在Journal of Development Studies，Journal of Pension Economics and Finance 等杂志上发表书评多篇，其中一篇是对在国际养老保障研究领域著名的尼古拉斯·巴尔和彼得·戴蒙德（2008）“养老金改革：基本原理与政策选择”的评论。目前正与乔治华盛顿大学公共政策学院的Joseph Cordes教授一起领导一支跨学科的国际性研究团队，从事对欧美国家福利制度改革的国际合作研究并出书，此书中关于美国和欧盟养老金制度改革的一章是由Toft 教授与布鲁金斯研究所的Gary Burtless 和OECD 与世界银行的Edward Whitehouse 共同撰写的。这本书也预计将由牛津大学出版社出版。Toft 教授也正在与中国的学者合作做关于中国养老金制度发展与改革的研究。
课程介绍：
Aims & Objectives: Incomes in many countries are not only determined by labour earnings and other sources of market earnings, but also by government tax-benefit systems. This part of “Special Issues in Labor Economics” introduces students to the way in which the different tax benefit systems existing in OECD countries shape the income distribution. We begin with a theoretical-methodological section where the basic concepts needed for an analysis of the distribution and redistribution of income are introduced. Next we turn to international empirical issues and material where we explore the diverse roles of taxes, cash transfers, and in-kind benefits. The theoretical section will draw on chapters from a textbook that the instructor is working on while the empirical section will be based mainly on material published by the OECD.

2. Equivalent Income (Earnings, Household Income, Equivalence Scales, Welfare)
3. Measurement of Inequality (Lorenz Curve Methodology, Gini-Coefficient, Atkinson Measure, the Extended Gini).
4. Redistribution (Reynolds-Smolensky Index and Kwakani-Index, incl. Concentration Curves)
5. Empirical Analyses of Taxes and Transfers
6. Empirical Analyses of In-kind Benefits (Education, Health Care, and so on)
