内容提要:

The work week in China has several notable characteristics: Private-sector workers, less educated workers, and especially migrants work longer hours, while unlike much of the world, women and men work the same hours. More peculiarly, there is very little observed correlation between monthly income and hours worked when controlling for human capital; if workers are truly compensated for their lost leisure time, then this implies a small valuation of leisure time. We construct estimates of willingness to pay for fewer work hours using the Rural-to-Urban Migration in China (RUMIC) data. We find that migrant workers would willingly accept a smaller hourly income to work fewer hours, while non-migrants would accept a smaller monthly income but not a smaller hourly income. Therefore, workers are not fully compensated for their long hours. We generally reject the hypothesis that this is a pure income effect due to workers preferring a shorter work week as their wage rises. We construct a leisure-compensated work income measure, and find that it displays more inequality than the non-compensated measure, especially among migrants and between migrants and non-migrants.
