【主讲人简介】
    黄佩华(Christine Wong)是澳大利亚墨尔本大学(University of Melbourne)中国学研究教授及当代中国研究中心(Centre for Contemporary Chinese Studies)主任。此前,她曾担任英国牛津大学财政学教授及中国研究中心主任,同时也是玛格丽特夫人学堂(Lady Margaret Hall)的会员。她还曾经担任美国华盛顿大学亨利•杰克逊国际研究学院的亨利•杰克逊(Henry M. Jackson)讲席教授,并在加州大学圣克鲁兹分校、加州大学伯克利分校以及曼荷莲女子学院(Mount Holyoke College)等地担任过经济学教授。
【内容简介】
    Since the Third Plenum of the 18th Central Committee of the CCP, China has embarked on an ambitious, comprehensive round of fiscal reform that aims to fundamentally reshape the system of public finance, to lay the foundation for the modern system of governance called for by the Third Plenum Decisions. Under the stewardship of Lou Jiwei, the exceptionally able and plain-speaking Finance Minister, a series of far-reaching measures have been issued by the State Council to provide the legal and regulatory basis for the changes. This lecture will assess the outlook for the reform program by reviewing the fiscal architecture to show the fault lines in the system to explain the difficulties of pushing through key measures such as reining in local government dependence on land revenues and borrowing, and even in introducing a comprehensive government financial reporting system.
