Chapter 1 General Principles

 

Article 1  In order to enhance Chinese youth's understanding of international organizations and to train up reserve talents who are interested in working in international organizations, China Scholarship Council(CSC)sets up and implements internship programs for international organizations.

 

Article 2  Interns may apply for joint projects with relevant international organizations, or apply for overseas study fund support after contacting international organizations through units or individuals.

 

Article 3 Our emphasis is to fund internships who are going to major intergovernmental international organizations and influential non-governmental international organizations. Internship should be working in the overseas headquarters of international organizations and offices outside the headquarters, etc.

 

Article 4  The procedures for the application and selection of projects under the cooperation agreement between the State Scholarship Fund Committee and Relevant International Organizations shall be promulgated separately.

 

Chapter 2 Selection

 

Article 5 The 2021 plan is to assign 750 people to internships and posts in international organizations.

 

Article 6 The term is generally 3-12 months, which is specified by the unit. If the same position is extended before the end of the internship, you can apply for an extension of the State Scholarship Committee, and the funding should be no more than 12 months after the extension.

 

Article 7 China Scholarship Council(CSC) subsidizes one round-trip international travel expenses, scholarships within the period of subsidy and subsidies for difficult areas. The scholarship includes meals, accommodation, transportation, telephone, medical insurance, communication, one-time placement, visa extension and pocket expenses and it will last 3-12 months. The subsidy standard for interns of international organizations admitted through cooperation channels with relevant international organizations and self-application channels is uniformly determined as 1,800 euros/person-month, 2,400 dollars/person-month or 2,500 Swiss francs/person-month. The standard of financial assistance should be determined by the currency issued by the international organization intern's destination country. If the internship destination country is issued in other currencies, it will be issued in US dollars. Interns of international organizations who go to hardship areas shall provide hardship area subsidies accordingly, which shall be implemented according to the subsidy standard for hardship areas of state-funded overseas students.

 

Chapter III Application Conditions

 

Article 8 Basic conditions for applicants

 

1. Having the nationality of the People's Republic of China and not having permanent residence abroad.

2. Good health, mental health, honesty and trustworthiness. At least 18 years of age at the time of application, no more than 32 years of age (except for special post requirements).

3. Love the socialist motherland, have good ideological and moral character and political quality, and have no record of violation of law and discipline.

4. Have a strong sense of professionalism, responsibility and dedication.

5. Domestic and foreign undergraduate and above students or graduates with bachelor's degree or above (including national public-funded overseas students and domestic on-the-job personnel during the funding period).

6. Have strong comprehensive quality, international vision and multicultural awareness, and be familiar with international cooperation norms.

7. Be able to adapt to the international working environment and have good interpersonal communication skills.

8. Have the ability to skillfully use office software.

9. Good foreign language skills, proficient in English or other languages used by international organizations, and meet the language requirements of corresponding international organizations.

 

Article 9 Applicants who contact international organizations through unit or individual channels shall have held the official internship employment notice of international organizations at the time of application.

 

Article 10 Applicants dispatched through the cooperative project between the China Scholarship Council(CSC) and relevant international organizations shall also meet other requirements of relevant international organizations in terms of academic qualifications, age, work experience, etc., which shall be implemented in accordance with the separately announced selection methods.

 

Article 11 The applications of the following persons will not be accepted temporarily:

1. When applying, the remaining internship period is less than 3 months

2. Those who have received foreign subsidies and whose monthly subsidy amount reaches or exceeds 1500 US dollars.

3. Those who have applied for the national public study abroad program but have not announced the admission results

4. Those who have obtained the qualification of studying abroad and have not been sent

 

 

Chapter IV Selection Methods

 

Article 12  Following the principle of "openness, fairness and justice", the method of "individual application, expert evaluation and merit-based funding" is adopted to determine the funding candidates.

 

Article 13  Applicants who contact with international organizations through the channels of units or individuals can log in to the information management system for studying abroad of state-run schools (http://apply.csc.edu.cn) at any time to register online. They should submit their application materials and online registration guide according to their own channels, and submit a set of written application materials to the accepting unit at the same time.

Applicants sent through the cooperation project between the State Scholarship Council and relevant international organizations shall submit their application materials online according to the materials to be submitted by the State Scholarship Council and relevant international organizations and the online registration guide, and at the same time submit a set of written application materials to the accepting unit.

All materials should be complete, true and effective.

 

Article 14 The selection unit is responsible for checking the applicants, strictly examining their application qualifications, comprehensive quality, development potential, international communication ability, moral cultivation, physical and mental health and so on, and issuing targeted recommendations.

 

Article 15 The State Scholarship Council entrusts the following units (hereinafter referred to as accepting units) to be responsible for accepting applications: relevant universities are responsible for accepting applications from their own staff; The application of other domestic personnel shall be accepted by the relevant national overseas study fund application accepting unit of the education department (education commission) of the province/municipality directly under the central government (see https://www.csc.edu.cn/article/1772 for the list of accepting units). Students who have registered in China (including joint training students who are studying abroad) and those who work in China should be recommended by domestic units, and the relevant domestic accepting units are responsible for accepting them.

The application for studying abroad is entrusted to the education department (section) of our embassy (consulate) in the country where the current university or scientific research institution is located.

If the applicant's country has no Chinese diplomatic and consular missions abroad, he or she may check “No Chinese diplomatic and consular missions abroad” in the column of the reception office on the information platform of the state government-sponsored study abroad administration, send a copy of the paper application materials to the Chinese diplomatic and consular missions in charge of the management of international students for examination, and have them issue the agreed recommendation, and fax it to the China Scholarship Council(CSC), the China Scholarship Council(CSC) will receive electronic materials according to the opinions of the embassy and consulate. Application materials without the recommendation of the embassy or consulate will not be accepted.

For applicants who contact international organizations through their units or individual channels, the accepting unit shall, according to the time of the applicant's internship offer, promptly submit the official letter of recommendation and the list to the China Scholarship Council(CSC), and through the information platform to submit the applicant's electronic materials.

For applicants sent through the cooperation project between the China Scholarship Council(CSC) and Relevant International Organizations, the accepting unit shall organize the application and recommendation according to the requirements of the selection method. The applicant's written materials shall be retained by the accepting unit for a period of 2 years.

 

Article 16 The selection work shall adopt the method of “Expert evaluation and meritocratic admission”. China Scholarship Council(CSC) shall examine the applicant's materials, organize expert evaluation and determine the admission result.

The material audit link mainly examines whether the applicant meets the declaration conditions stipulated by the project selection management method, whether the application materials are complete and meet the specific requirements of each material, etc. .

For applicants for units or personal contact channels, experts mainly inspected from the aspects of applying for motivation, comprehensive quality, internship units, internship necessity and feasibility. We have priority to support the master's or doctoral personnel (including the students), the person who obtains a master's or doctoral degree within one year of internships; the person who supports personnel who support the internship period of more than 6 months (inclusive);

We have priority to support non-governmental organizations with international organizations in important governments, non-governmental organizations with important international influence and international status, as well as core departments and important post internships in international organizations; the internship of the foreign agency office of the International Organization Headquarters.

For applicants for the China Scholarship Council(CSC) and relevant international organization cooperation projects, the State Council will organize written tests and interviews according to the project selection method. After the selection, the admission results were announced by the State Council of Study abroad.

The person will not be admitted if he/she fails any part of the material review and expert review.

 

Article 17 The applicant can log in to the China Scholarship Council(CSC) Information Platform (http://apply.csc.edu.cn) to query the admission results, download and print the admission file.

 

Chapter 5 Send and Management

 

Article 18 The election unit assumes the responsibility of the management of the personnel of the unit.

 

Article 19 The internship personnel shall sign the internship contract in accordance with the requirements of the international organization, apply for the type of visa recognized by international organizations, and get on the job internships on schedule.

 

Article 20 Interns shall be administered in accordance with the personnel assigned by the State to study abroad. Before sending out, the studying abroad personnel must sign the "National Public study abroad Agreement" as required, and the electronic version of the Agreement shall be kept on the China Scholarship Council(CSC) Information platform (hereinafter referred to as the Information platform, website: http:/apply.csc.edu.cn). Students studying abroad and guarantor shall log on to the information platform through the special account of the study abroad, download, read, print and sign the agreement and "Notice to Sign the Agreement" according to the requirements, mail or personally submit it to the China Scholarship Council(CSC) Management Committee for examination and approval, the agreement shall take effect after the approval of the agreement, and the overseas students and the guarantor shall check the audit results through the special account of the study abroad. They also should apply for the special bank card of the National Public Scholarship for studying abroad (see https:/www.csc.edu.cn/chuguo./s/1552 for details).

Interns shall apply for passports, visas and "International Travel Health Certificates", and book air tickets through the Ministry of Education study abroad Service Center, the Ministry of Education expatriate Shanghai Collection and training Department, Guangzhou overseas students and High-level Talent Service Center. Specifically, please log on to the national study abroad network to refer to the "Instructions for Studying Abroad".

After being admitted to study abroad at their own expense (including those who have graduated), if they return home to go through the relevant formalities, the international travel expenses from home to the country where they study abroad shall be borne by the State Study Abroad Fund and purchased by the relevant study abroad service organization when they go through the formalities of sending out; if they go directly to a third country for an internship or return directly to the country where they study abroad after the end of their internship, the international travel expenses shall be taken care of themselves.

If the internship is still a student at the beginning of the internship, the follow-up study shall be arranged in coordination with the original study abroad unit.

 

For the admitted overseas students sent by the state government, if the original study abroad program has not ended at the beginning of the internship, they should coordinate with the original study abroad unit and arrange follow-up study or training tasks; During the internship, the scholarship of the original study abroad program will be suspended, and the National Fund for Study Abroad will provide financial assistance according to the international organization intern scholarship standard. The travel expenses to and from the internship destination will be borne by themselves: after the internship, they will return to the original study abroad unit to complete their studies or research tasks, and the original scholarship standard will be restored. The study abroad period and funding period of the original study abroad program will remain unchanged, and the end time of study abroad will be postponed accordingly.

For those admitted to study abroad by public schools of the state, if the original study abroad program has ended at the beginning of the internship, they can directly apply for renewing the Agreement on Studying Abroad by public schools of the state at our embassy (consulate) in the country where the internship is held and go through the registration formalities. If they go to a third country for internship, they will pay their own international travel expenses. They can also go back to China to go through the formalities according to the original study abroad plan, and then go through the sending formalities again according to the newly admitted study abroad status. The international travel expenses for returning home and going to the internship destination country are all borne by the National Study Abroad Fund.

 

Article 21 Interns shall, within ten days after arriving in the internship country, go through the formalities of registration and online registration according to the requirements of the Chinese embassy (consulate) in the internship country, on the strength of the Qualification Certificate for Studying Abroad Supported by the National Scholarship Fund and related materials. When the original study abroad program has not ended, the national public overseas students only need to provide the international organization internship program "Qualification Certificate for Studying Abroad Funded by the National Study Abroad Fund" when reporting for duty.

 

Article 22  During internship abroad, interns shall abide by the laws and regulations of the host country, the relevant regulations of international organizations, the relevant provisions of the National Scholarship Fund for Overseas Students and the relevant stipulations in the Agreement on Funding Overseas Students.

Scholarships During normal vacations and business trips, the fees for internships will not be deducted according to the relevant regulations of the international organization where they are internship.

Interns are not allowed to extend or shorten the internship period without authorization. Those who need to return to China in advance or postponed for some reason should submit a personal written application, a letter of opinion from their international organization and a letter of opinion from the selecting unit to their embassy or consulate at least 2 months in advance; If they are approved to return to China in advance, they should return the extra scholarship according to the financial regulations.

 

Article 23 During internship abroad, interns should consciously accept the guidance and management of the selection unit and embassies (consulates) abroad or permanent missions to international organizations, and regularly submit internship reports to the selection unit; In case of inappropriate comments and behaviors, once verified, the funding of the National Study Abroad Fund will be terminated immediately and the national public school's qualification for studying abroad will be cancelled. At the same time, if there is any breach of contract, it shall be implemented according to the relevant provisions of the Agreement on Studying Abroad by the State Government.

 

Article 24 For the national public students studying abroad, if they are admitted as interns in international organizations, the service period will be postponed; If they can continue to stay in office or work in other international organizations, they will be deemed to have fulfilled service obligations.

Other interns do not have the service period of returning to China, and are not subject to the restriction that they can apply for studying abroad again after two years after returning to China.

 

Article 25: The selection unit shall reasonably arrange the interns' studies or work, ensure that they are dispatched on schedule, carry out pre-departure education before dispatch, guide and assist them in handling the procedures for going abroad, maintain contact, strengthen concern and attention, and assist the National Scholarship Council and embassies (consulates) stationed abroad to do a good job in foreign management.

 

Article 26 Other matters shall be carried out in accordance with relevant regulations.

 

Chapter VI Others

 

Article 27 These Measures shall be interpreted by the State Scholarship Fund Administration Committee.
