​The Seminar on “Once-in-a-Century Great Changes and China's Open Economic Security in the New Era” Was Held Smoothly

On March 26, 2023, The seminar Once-in-a-Century Great Changes and China's Open Economic Security in the New Era co-sponsored by BNUBS, School of Government of Beijing Normal University, National and Regional Studies Center of Ministry of Education, BRICS Cooperation Research Center of Beijing Normal University, and National Economic Security Research Center of Capital University of Economics and Business was held in Imperial University of Peking of Beijing Normal University. More than 40 experts and scholars from the Chinese Academy of Social Sciences, the Research Center for Xi Jinping’s Economic Thought, the Research Center for Overall National Security, the International Financial and Economic Center of the Ministry of Finance, the China Institutes of Contemporary International Relations, the International Cooperation Department of the China Council for the Promotion of International Trade, Fudan University, the Institute of International Relations, Minzu University of China, the Central University of Finance and Economics, and Guangming Net, International Security Studies, National Security Studies, and China International Television Spanish language channel attended the meeting.




Wang Ming, Assistant to the President of Beijing Normal University, Zhang Yan, Director of the Fourth Research Department of the Center for Xi Jinping’s Economic Thought, delivered a keynote speech at the opening ceremony. Pei Changhong, Researcher of the Institute of Economics, Chinese Academy of Social Sciences, delivered a keynote speech on the theme of "Integrating the historical Experience and Future Thinking of Opening-up and Economic Security".






Zhang Qizai, Deputy Director of the Institute of Industrial Economics of the Chinese Academy of Social Sciences, Huang He, Director of the Center for International Economics and Politics of Fudan University, Dong Chunling, Deputy director of the Office of the Center for Overall National Security Concept, and Qiang Jianxin, Dean of the School of Economics and Finance of the University of International Relations, delivered keynote speeches respectively. Cai Hongbo, Associate Dean of BNUBS, presided over the speech.

Experts and scholars attending the meeting believed that the issue of open economy security is of great theoretical and realistic significance for our country at this stage. Under no great changes in a century, the connotation and extension of our economic security have been expanded. This is an intersectional issue involving economy, politics, security, international relations and many other fields. A single disciplinary research perspective is not enough to solve the complex problems encountered at present. From the perspective of their own research expertise, experts and scholars have conducted in-depth exchanges across disciplines and fields to realize the collision of ideas. This seminar has produced fruitful results.

Starting from the basic principles of China's economic construction of "independence and self-reliance" formulated in the early days of the founding of the People's Republic of China, researcher Pei Changhong combined with the development process of opening up to the outside world, summed up the historical experience of China's economic security, and put forward the possible challenges in the future and five aspects to be concerned about in response to the great changes in the background of a century. First, the supply of primary products; Second, the resilience and reliability of the industrial chain; Third, The opening up the financial sector to serve the domestic real economy. Fourth, the opening of service industry to realize the unity of economic and social benefits; Fifth, the establishment of appropriate rules and regulations and management standards according to the characteristics of different industries.




Zhang Qizai's research focuses on the supply chain and industrial chain, pointing out that the US practices supply chain bullying from three aspects: controlling the operation of the industry chain and developing key technical nodes, building the so-called "friendly country network", and promoting the decoupling of innovation factors and industrial chain. Therefore, to deal with the risks of supply chain, China's current practice should focus on regional layout policy, industrial organization policy and technological innovation policy of the industrial chain and supply chain. Professor Huang interpreted the fundamental changes of Sino-US strategic competition from the perspective of international political economy and the perspective of the United States, and analyzed the possible fields and problems of Sino-US game centering on "structural power". Starting from the path of national security with Chinese characteristics and based on a series of policy documents, Associate Researcher Dong Chunling sorted out the evolution path and relevant points of the overall national security concept itself. Finally, Professor Qiang Jianxin made an in-depth analysis of the main performance of the international monetary system under the great changes unseen in a century, the current stage trend of the evolution of the international monetary system, and the future trend of the evolution of the international monetary system.








In the first stage of the roundtable discussion, Dr. Tan Xiuying, chief editor of International Security Studies, had an in-depth discussion with the participants in three aspects: journal positioning, topic selection preference and article requirements. Next, Professor Xu Xiujun, Director of the International Political Economy Research Office of the Institute of World Economics and Politics, Chinese Academy of Social Sciences, discussed "institutional opening and high-quality development of foreign trade". Professor Li Jing, chief expert of National Economic Security Research Center of Capital University of Economics and Business, focuses on the political economy analysis of sanctions against transnational corporations. Based on the analysis of specific policies, Jiang Zhengxiang, director of the theory department of Guangming Net, put forward how to counter long-arm jurisdiction. After listening to the reports of several scholars, Mr. Jiang Zheren, Deputy Director of the International Organization Division 3, Department of International Cooperation, China Council for the Promotion of International Trade, shared his views and discussed them. The first stage of the discussion was moderated by Hao Yubiao, director of the National Economic Security Research Center at the Capital University of Economics and Business.

In the second stage of the roundtable discussion, Associate Professor Zeng Yanping from the School of Economics and Finance of the University of International Relations presided over the meeting, and Dr. Wan Dai, editor of the Spanish Channel of China International Television participated in the discussion. Liu Jianwei, Associate researcher at the Academy of National Defense Economics and Management, Central University of Finance and Economics, focuses on key mineral security and great power strategic competition. Huang Jixin, associate professor of School of Management, Minzu University of China, discussed the issue of "How border development promotes economic opening". Zhong Chao, Assistant researcher of Institute of European Studies, Chinese Academy of Social Sciences, introduced the recent research on cross-border mergers and acquisitions and the imbalance of digital development.

Changes in the world, times and history are unfolding in an unprecedented way. The world is confronted with risks and challenges of disorder, sudden impact of public health crisis, and unprecedented increase of risks of world economic recession and stagflation. Therefore, China has to deal with many unstable and uncertain factors in the process of further opening up. The title of China's economic security in the new era means "to build a new development pattern with the domestic cycle as the main body and the domestic and international cycles mutually reinforcing", and "to ensure the new development pattern with the new security pattern". The successful holding of this seminar will help to clarify the understanding of the basic issues of national economic security under the condition of opening up, and also help to carry out in-depth research on more theoretical and practical issues in this field.
