The Beijing Normal University Expert Seminar on "New Development of World Economy and National Economic Security" Was Successfully Held

On May 8, 2023, the Expert seminar on "New Development of the World Economy and National Economic Security" was held in Beijing Normal University. The conference was co-sponsored by BNUBS and the School of National Security and Emergency Management of Beijing Normal University. Experts and scholars from the Chinese Academy of Social Sciences, China Center for International Economic Exchanges, Research Institute of the Ministry of Commerce, Tsinghua University, University of International Business and Economics, Capital University of Economics and Business, Beijing Normal University and other universities and research institutions gathered to study and implement the spirit of the Party's 20 National Congress, focusing on research and education issues of national economic security. They also conducted in-depth discussions on how to better balance development and security under the new international situation. The conference includes two parts: the first part is the keynote speech of experts, and the second part is the release of the textbook Introduction to National Economic Security. The seminar was chaired by Professor Zhong Xin of BNUBS.

Professor Wang Ming, Assistant President of Beijing Normal University and Dean of the College of National Security and Emergency Management, expressed warm congratulations on the convening of this seminar on behalf of the host Beijing Normal University. He said that the theme of the symposium, "New development of the world economy and national economic security", is not only in line with the present, but also focuses on the future, which is a theme that is well suited to today's China and today's world. He pointed out that national economic security is not only the lifeblood of the country, but also a fundamental issue. It is related to the daily life of every ordinary people, therefore, the whole society needs to improve the attention and common sense understanding of national economic security issues. Professor Wang Ming said that Beijing Normal University will promote the construction of the national security discipline under the ideological guidance of the General Secretary Xi Jinping, take into account think tank research and personnel training, and make contributions to the country's prevention and resolution of major security risks, response to changes in the international situation, and better participation in global governance.

Professor Qi Yudong, Dean of BNUBS, on behalf of BNUBS, extended a warm welcome to the participating experts and scholars. He pointed out that the seminar focused on the new development of the world economy and the issue of national economic security, which is of great practical significance to how China can better cope with external shocks, safeguard national economic security and achieve high-quality economic development. President Qi Yudong said that in the new era of China, BNUBS will uphold the original mission of helping the world and encouraging business and literature, and contribute to China's economic development.

Zhang Yuyan, director of the Institute of World Economics and Politics of the Chinese Academy of Social Sciences, member of the Faculty and first-level researcher, first delivered an expert keynote speech. He pointed out that the report of the Party's 20th National Congress specifically addressed the issue of national security and gave a precise description of the historical position of mankind. At present, the impact of the long, medium and short periods of time was overlapping, increasing the uncertainty of development, and the world economic development and security issues had undergone great changes. Changes in the world, times and history were unfolding in an unprecedented manner, and human society was facing unprecedented challenges.

Professor Zhao Zhongxiu, President of the University of International Business and Economics, delivered an important keynote speech on the topic of "Global industrial chain layout and the Industrial Foundation of Chinese modernization". Professor Zhao Zhongxiu said that at present, the international division of labor was increasingly showing the trend characteristics of intra-product division and regionalization and flattening, and the role of the United States, Germany and China as the center of international production network was becoming increasingly prominent. He believed that the "de-Sinicization" initiated by individual countries did not have a realistic basis, China's complete industrial system and infrastructure were incomparable to other countries, and the construction of a new development pattern would provide a new environment and new opportunities for Chinese enterprises to break through the dual oppression of low-end lock and high-end pressure.

Professor Li Xiaomu, Vice President of Capital University of Economics and Business, delivered a keynote speech entitled "Global Creative Economy Development and National Economic Security". He pointed out that the current development of the global creative economy showed a trend of digitalization, internationalization, diversification, IP management, artificial intelligence and so on. Based on the global development of the creative economy, Professor Li Xiaomu raised issues related to national economic security such as the imbalance and security of international economic development, openness and security, and the security of cultural trade. Professor Li Xiaomu stressed that security involved many aspects of a country's internal and external development, which requires further in-depth research.

Professor Wang Xiaohong, Vice Minister of the Scientific Research Information Department of China International Economic Exchange Center, stressed in the keynote speech of experts that high-level opening up had an irreplaceable role in promoting high-quality development, and coordinating open development and security was the top priority to promote economic development. She said that at present, the international economic and trade rules were undergoing profound changes, non-traditional and traditional security factors were intertwined, and the scope of security had become wider, involving people, politics, finance, data, energy resources, public health and other fields. In this regard, Professor Wang Xiaohong proposed solutions such as improving the top-level design, doing a good job of risk early warning mechanism, attaching more importance to peaceful diplomatic means, improving the level of institutional opening, expanding strategic energy reserves and supply channels, and carrying out risk stress tests for free trade zone ports.

Professor Lu Yi, a professor at the School of Economics and Management of Tsinghua University and a Yangtze River scholar, believed that coordinating economic development and security was a very important practical problem at present. However, limited by economic analysis tools, there may be difficulties and challenges in using economic analysis methods to study national economic security in the following two aspects. First, how to accurately define and measure economic security; Second, how to incorporate security factors into the framework of economic theory model. Professor Lu Yi stressed that there are still many research gaps in national economic security, and he encouraged everyone to actively learn from the research tools and methods of other disciplines to study economic security issues and better promote the development of the discipline.

Wang Luo, Director of the Institute of International Development Cooperation, Research Institute of the Ministry of Commerce, said that at present, the international situation is showing some new characteristics. First, major global development issues had spawned different block-oriented camps, bringing new opportunities and challenges to China's development. Second, the democratization of decentralized political power had increased the voice of non-governmental forces represented by multinational corporations in some major global issues. Third, the application of new models and new technologies had spawned the rise of a number of new enterprises, and traditional low - and middle-income countries were also breeding new market opportunities, which would change the global economic and trade pattern. Mr. Wang stressed that under the current international situation, optimizing foreign aid methods and strengthening economic and trade exchanges with developing countries were of great significance to effectively coordinate development and security.

Professor Wei Hao, Director of the Department of International Economics and Trade, BNUBS, delivered a keynote speech on "External uncertainties and China's import security issues". Professor Wei Hao said that the study found that the increase in the uncertainty of the source of imports would significantly inhibit the import scale of enterprises, and "transforming the import market" is conducive to reducing or even offsetting the adverse impact of uncertainty on the import scale of Chinese enterprises. He suggested that the national government should attach great importance to the strategic role of enterprises in transforming import markets, encourage enterprises to actively transform import markets, expand import channels, ensure import stability, and further stabilize the supply chain and industrial chain while expanding imports of high-quality consumer goods to meet domestic demand.

After the seminar, the textbook Introduction to National Economic Security was released. Introduction to National Economic Security is the first textbook of the same name focusing on national economic security for undergraduate and graduate education in the country. Introduction to National Economic Security, edited by Professor Wei Hao of BNUBS was published by China Machine Press in October 2022. The overall concept of national security is an important part of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and it is the guiding ideology and fundamental principle for safeguarding national security. The report of the 20th National Congress of the Party proposed: comprehensively strengthen national security education, improve the overall development and security capabilities of leading cadres at all levels, enhance the national security awareness and literacy of the whole people, and build a strong national security people's defense line. Professor Wei Hao said that in order to actively serve the national security strategy, thoroughly implement the spirit of the Party's 20 National Congress and the "overall national security concept", implement the statutory requirements of the Central Committee on "incorporating national security education into the national education system", the Guidelines for National Security Education in primary and secondary Schools formulated by the Ministry of Education, responded to the call for research and development of national security education textbooks. In particular, in order to meet the needs of the development of "economics", "management" and "National security" and other disciplines, the textbook Introduction to National Economic Security was compiled to implement the education of national economic security.
