The Seminar on "Theory and Practice of New China's 70 Years of Economic Development" and the 21st Annual Conference of Research Association for China’s Economic Development was held in Beijing on November 2 and 3, 2019, which was hosted by Business School of Beijing Normal University. More than 100 economists and scholars from over 40 universities such as Chinese Academy of Social Sciences, Peking University, Tsinghua University, Renmin University of China, Beijing Normal University, Minzu University of China, Fudan University, Zhejiang University, Nankai University, Wuhan University, Jilin University, Sichuan University, Liaoning University, as well as representatives from various media and periodical such as People’s Daily, Guangming Daily, Management World, Economic Perspectives, Research on Economics and Management, attended the conference. The opening ceremony was presided over by Cui Xuegang, the Vice Dean of BNUBS. Huang Taiyan, President of Minzu University of China, Li Zhijun, the president of Management World, Qi Yudong, the Dean of BNUBS delivered speeches respectively.

In the keynote speech session, Zhang Rende, professor of Nankai University, pointed out that the two great ownership reforms in the 70 years after the founding of New China both were the application and significant development of the Marxist economic theory. Guo Xibao, professor of Wuhan University, believes that to develop economics should adopt long-term dynamic analysis methods and structural analysis ideas, and pay attention to the comprehensive analysis of development. Professor Jia Genliang of Renmin University of China has made a thorough analysis of the concept of later-development advantage. Professor Hu Jiayong of Chinese Academy of Social Sciences pointed out that the long-term, rapid and stable economic growth requires a better use of the government and the decisive role of the market in resource allocation. Professor Li Jiaxiang of Tianjin Normal University put forward the concept that theory of economic development strategy with Chinese characteristics has experienced five stages of evolution. Song Donglin, professor of Jilin University, stressed that the key to the revitalization of northeast China lies in the sustainability of growth, the coordination of development, the depth of reform and the comprehensiveness of opening-up. Meng Jie, professor of Fudan University, believes that class struggle and competitive states are two direct agents that promote the evolution of mode of production except the autonomous evolution of the productivity system, and the state theory is the core of all the theories of institutional change. Professor Zhang Xian of Sichuan University questioned the theoretical basis of new structural economics, and believed that we should return to learn from Marxist theory on labor values and create the material and technical basis with absolute advantages. According to Professor Ding Baojun of Zhejiang University, the logic of Capital is the law of commodity production and value and its historical and future development, as well as the law of capitalist commodity production and surplus value and its future development. Jiang Yongmu, professor of Sichuan University, pointed out that effective market mechanism, dynamic micro-bodies and well-regulated macro-control are needed to achieve high-quality and targeted poverty alleviation. Shen Yue, professor of Beijing Normal University, believes that in the innovation model of future, China needs to improve the position of individuals and enterprises in innovation and gradually reduce the leading role of the government.

In the afternoon of Nov. 2nd, the participating experts and scholars respectively discussed on the topics of the three parallel sessions, namely “the inherent logic of economic development of New China’s 70 years”, “the connotation and implementation path of high quality development” and “the innovation and development of socialist economic theory with Chinese characteristics”. They pointed out that the economic development of the New China has its own internal logic and implementation path; we should facilitate the innovation and development of socialist economic theory with Chinese characteristics, and constantly open up a new realm of the economic theory of socialism with Chinese characteristics.

The keynote speech session continued in the morning of NOV. 3rd. Professor Lin Muxi of Liaoning University pointed out that the coordinated regional development strategy has encountered new challenges and problems, and regional economy is in the formation of a new pattern. Professor Zhou Wen of Fudan University elaborated on how to achieve high-quality development of Chinese economics in the new era. Xie Fusheng, professor of Renmin University of China, believes that under the principal contradiction in the new era, the supply structure should be more adaptable and flexible to changes in demand. Professor Liu Fengyi of Nankai University pointed out that improving the quality of labor force is the key factor of high-quality development and the reproduction of labor force should be improved. Lv Jingchun, professor of Tianjin Normal University, summed up the economic development stages of each historical period since the founding of the People's Republic of China 70 years ago, especially before and after the reform and opening-up. Zhang Lijun, professor of Minzu University of China, put forward that the collaborative governance model of poverty alleviation between east and west China is an important means to realize trans-regional allocation of resources, narrow the development gap between regions, and expand the collaborative governance between government market and society in border ethnic areas. Professor Qiao Zhen of Heilongjiang University reviewed the 70 years of northeast China's development and explained the different stages of northeast China's economic development. Lin Shanlang, professor of Tongji University, believes that China is in a period of economic and social structural transformation, and the structure of urban agglomeration and spatial structure are undergoing a great restructuring, and quality of place is the important factor affecting the industrial structure and scale. Professor Fu Caihui of Peking University explains the achievements of the New China in the past 70 years from a larger historical perspective. Professor Liang Qi of Nankai University believes that we should build a financial system that serves the people and a socialist financial theory system with Chinese characteristics under the great changes that have not happened in a hundred years. Professor Li Zheng of Jilin University explains the reform and innovation of state-owned enterprises and their role in China's economic development from a new perspective. Qi Yudong, professor of Beijing Normal University, pointed out that this year is the 70 anniversary of founding of the New China as well as the 40th year of the reform of state-owned enterprises, and we must adhere to the overall progressive reform concept as well as pay attention to the priority of the reform path.

The meeting, held shortly after the grand ceremony of 70th anniversary of the founding of New China and at the important point after the final day the Fourth Plenary Session of 19th CPC Central Committee, is an academic event. The meeting is of great significance and influence to summarize the theory and practice of 70 years' economic development of New China and carry out researches on economics with Chinese characteristics.
