Launch Event of Labor Market Session of CALE and 2018 China Labor Market Development Report Successfully Held in BNU

On Dec 16, 2018, the launch event of the Labor Market Session of the China Association of Labor Economics (CALE) and the 2018 China Labor Market Development Report was successfully held in Beijing Normal University.

 

The event was hosted by the Business School and the Labor Market Research Center of Beijing Normal University and attended by professors and experts from the China Association of Labor Economics (CALE), Ministry of Human Resources and Social Security and universities including the Beijing Normal University, the Capital University of Economics and Business, Beijing Jiaotong University, Nanjing University Of Finance & Economics, Zhejiang University and Renmin University of China.

The launch event is hosted by Qian Wei, the general secretory of the Labor Economics Branch Session of CALE and secretary of the party committee of Institute of Population and Labor Economics of Chinese Academy of Social Sciences.

 

First of all, Professor Wang Shoujun, vice President of Beijing Normal University, made a speech and introduced the background and significance of the conference. With forty years of reform and opening-up, he said, China's labor market reforms have deepen and deepen. A lot of new problems and new trends emerged in education, employment, income distribution and labor mobility, production and allocation of human capital, and other fields. Labor market research has become an important field of labor economics, and made an important contribution for related personnel training, decision-making consultation and the deepening of the reform in labor market. The Beijing Normal University started the labor market research at an earlier time and established the labor market research center in 2003. Under the leadership of Professor Lai Desheng and other professors, the center has gathered a first-class research team and obtained a series of important theoretical and practical achievements in the fields of labor market, employment and human capital. It has become an important witness, participant, innovator and creator for the booming of China's labor market research. The center also relies on its research strength to continuously strengthen the think tank construction function. Since 2011, the report on the development of China's labor market has been published every year. The labor market branch of labor economics was established to further pool the academic force, integrate multiple resources, promote academic exchanges and academic innovation, and provide favorable technical support for the reform and development of national and regional labor markets.

Subsequently, the event elected the first council and the standing council of the Labor Market Session. Professor Lai Desheng with the Business School of Beijing Normal University was elected President of the Labor Market Session.

The improvement of human resources and human quality plays a crucial role in China's development and is also an important driving force for China's economic and social development. The establishment of labor market branch and the research in the field of labor market are not only of theoretical significance, but also of important guiding significance to economic and social practice, serving the government's decision-making, economic development and overall social progress.

In his speech, Yin Jiankun, deputy director general of the department of employment promotion of the Ministry of Human Resources and Social Security, said that employment is the foundation of people's livelihood, which has aroused the great attention of the Party Central Committee and the State Council and the wide attention of the society. The CPC Central Committee has set new goals, tasks and requirements for achieving higher quality and full employment. At present, the labor market has undergone or is undergoing profound changes, including many factors such as the employment age of laborers, employment assistance and poverty alleviation for the disabled and other groups with difficulties, as well as the dramatic impact of artificial intelligence. The establishment of the labor market branch established an objective, fair and realistic platform to analyze and discuss relevant issues. The research results of the experts at the meeting are dedicated to solving practical problems, further improving relevant systems and policies, and contributing to the promotion of employment.

Zhang Wenmiao, deputy director of the human resources market department of the Ministry of Human Resources and Social Security, discussed the industrialization of the human resources market, the flow of human resources and the monitoring and analysis of the human resources market. As for the industrialization of human resource market, he pointed out that we will develop the national human resource service industrial park; develop market-oriented human resources service institutions. We will vigorously develop leading talents. There are also problems in the flow of human resources, such as the coexistence of poor flow and too fast flow, the coexistence of lack of talents and waste of talents, unsatisfied employers and unsatisfied talents themselves. We need to give full play to the role of the market mechanism, improve the ability of public service, expand the flow channels and standardize the flow order. In terms of the monitoring and analysis of human resource market, there are some problems such as structural contradiction of employment, mismatch between supply and demand, and information asymmetry. How to monitor, analyze and warn the human resource market needs further attention and discussion.

The presentation of the second unit was hosted by Sun Zhijun, party secretary of the Business School of Beijing normal university. Meng Dahu, deputy director of the labor market research center at Beijing Normal University, presented the report on the Development of China's Labor Market in 2018, with the theme of "labor market balance in the process of high-quality development". The report is the eighth annual report on labor market development organized and released by the labor market center of Beijing Normal University. The report points out that the balance of labor market directly affects the overall economic activity, while technological progress leads to the imbalance of labor market supply and demand. According to the report, since the reform and opening up 40 years ago, the imbalance of labor market is reflected in four aspects, which affects the realization of the balance and sufficiency of economic development. Under the influence of labor market segmentation and other factors, there is a big obstacle to the realization of the law of one price in the labor market. The high mobility of the labor market began to decrease gradually, and the household registration barriers of labor flow were still not completely resolved. Significant progress has been made in the regulation and control of the labor market. Social security has basically covered the entire working population, but the imbalance in social security coverage remains acute. The report also constructed the balance index of China's labor market formed by four secondary indicators and nine tertiary indicators around the supply and demand, price, liquidity and government governance of the labor market, and measured the balance of China's labor market in the past decade. In order to achieve the balanced development of the labor market and full employment, we can make policy choices from the following five aspects: first, we should adhere to the combination of expanding employment and improving the quality of employment. Promote balanced development between urban and rural areas and among regions, and bridge the gap in the labor market; eliminate gender discrimination and achieve gender equality in the labor market; improve the quality of labor force and fill the depressions of technological progress; close the income distribution gap and achieve equity while improving efficiency.

The leaders and experts at the meeting spoke highly of the report on the Development of China's Labor Market in 2018, saying that this year's report has a major theme and is highly forward-looking and leading. The participants also had in-depth discussions on the future development of the labor market branch of the society of labor economics, the opportunities and challenges facing the labor market in the process of high-quality development, as well as related theories, practices, policies and other issues, so as to pool research ideas, integrate research resources and form strategic development synergy. Lai Desheng, a professor of economics and business administration at Beijing Normal University and director of the labor market research center at Beijing Normal University, pointed out that China has followed a path of unbalanced growth and achieved success in the past 40 years of reform and opening-up. However, when the imbalance exceeds a certain level, it will not hinder the development. The report of the 19th National Congress of the Communist Party of China clearly points out that the major contradiction in China's society has been transformed into the contradiction between the people's growing need for a better life and unbalanced and inadequate development. Lai believes that the imbalance of development is not sufficient, reflected in all aspects, and the labor market, which is closely related to people's good life, is one of the most important aspects. Therefore, it is of great significance to have a systematic and in-depth discussion on the balance of the labor market. The most important factor influencing the changes in the labor market is technological progress, which is also an important direction in the future.
