Code of Academic Conduct of Beijing Normal University

Article 1

This code of conduct is formulated in accordance with relevant national laws and regulations and in combination with the actual situation of University, aiming to encourage academic innovation, strengthen the construction of study style, abide by professional ethics, regularize academic behavior, strictly enforce academic discipline, eliminate academic anomie and create a good academic atmosphere and institutional environment.

 

Article 2

Based on “Copyright Law of the People`s Republic of China”, “Patent Law of the People`s Republic of China”, “the Code of Ethics for Teachers of Beijing Normal University” and “the Code of Conduct for Teachers of Beijing Normal University”, this code regulates the academic behavior of teaching, scientific research and other personnel of BNU in teaching and scientific research.

 

Article 3

The academic behaviors referred to this code include those involved in the creation of work, invention and creation of patented products and methods, and the research, production and publication of achievements in other forms specified by laws and regulations.

 

Article 4

This code is applicable to all personnel in teaching, scientific research, management and teaching assistance in Beijing Normal University, including permanent teaching and administrative staff, reemployed staff, retired staff and post-doctoral researchers.

 

Article 5

The personnel mentioned above shall consciously abide by the following academic code of conduct:

  1. Develop concept of legal system and protect intellectual property rights;
  2. Maintain academic dignity and abide by academic discipline;
  3. Adhere to seeking truth from facts and abide by academic ethics;
  4. Carry forward academic democracy and strengthen academic criticism;
  5. Lay emphasis on teaching and educating people and advocate rigorous style of study.

 

Article 6

The personnel mentioned above shall not commit the following acts in violation of academic norms:

  1. When quoting or referring the achievements of others in published written works, papers and other research achievements, the source of materials (including the author`s name, the title of the journal or book, publication time and specific page) are not indicated;
  2. Use unpublished papers, works and experimental results of others in the works or papers without the consent of the parties concerned;
  3. Sign on the research achievements or works of others without participating in the actual research or creation;
  4. Publish the work created in cooperation with others as a work created by oneself without the permission of the cooperator;
  5. In the process of statistics and application of academic achievements, performance assessment and job appointment, falsely report and declare the achievements of education and teaching, scientific research and scientific and technological development;
  6. Multiple submissions for one manuscript and ask others to ghostwrite academic papers;
  7. Falsely report academic identity, forge academic degree, educational background, position, reward, patent certification or documents;
  8. Tamper and falsify research data and experimental results;
  9. Use the patent without the permission of the patentee, counterfeit the patent of others, transfer non-patented technologies as patented ones, pass off non-patented products as patented products and non-patented methods as patented methods;
  10. Other behaviors that violate academic norms recognized by academic community.

 

Article 7

Those who violate the provisions of Article 6 shall, depending on the seriousness of the circumstances, be given punishment of canceling academic honors and positions, as well as warning, recording a merit, recording a serious merit, demotion, dismissal or even expel from office.

 

Article 8

Establish the Academic Norms Supervision Committee of Beijing Normal University (hereinafter referred to as the Academic Norms Supervision Committee). The members of the committee are recommended by teaching and scientific research institutions and relevant functional departments, and the chairman of the committee is selected from members and appointed by the headmaster. The Academic Norms Supervision Committee is not an administrative entity, and its members work in a part-time manner.

 

Article 9

The term of office of the members of the Academic Norms Supervision Committee is three years. During this period, in order to ensure the fairness and objectiveness of supervision work, the committee will maintain relative independence.

 

Article 10

Responsibilities of the Academic Norms Supervision Committee

  1. Examine, approve and improve the academic code of conduct, and be responsible for the interpretation of the code;
  2. Define and evaluate phenomena and behaviors that violate academic norms;
  3. Handle signed reports of violations of academic norms, conduct independent investigations and put forward clear conclusions and treatment suggestions.

The Academic Norms Supervision Committee may set up a temporary working group to define or investigate relevant academic issues according to work needs.

The Academic Norms Supervision Committee consists of a working office attached to the human resources office, which is responsible for accepting reports of relevant issues.

The academic norms supervision implements the challenge system.

 

Article 11

After receiving the report, the Academic Norms Supervision Committee shall promptly launch an investigation. The results of the investigation shall be notified to the whistle blower and the person being reported against. The accuser and the accused can defend the investigation results within 30 days. The Academic Norms Supervision Committee may organize relevant administrative principals of the university and other teachers to listen to their defense in public.

 

Article 12

According to the suggestions of the Academic Norms Supervision Committee, the university will give the parties concerned corresponding sanction in accordance with relevant regulations.

 

Article 13

Matters not covered in this code shall be identified and handled with reference to relevant national laws and regulations.

 

Article 14

This code shall come into force from the date of issuance. The review of previous violations of the “Code of Academic Conduct of Beijing Normal University” are not applicable to this code.
